This is a puzzle, adventure game about an ultra-secret organization called Bureau 13, whose operatives investigate paranormal phenomenon. After one member of the organization draws unwanted attention to himself, the Bureau decides to neutralize him by sending two agents on his trail. The game offers many characters to choose from such as thief, priest, mech and vampire etc. Since each character has different skills, each puzzle can be solved in a number of ways, leading to different endings.

In this fighting style game, the player assumes the personas of various character types from the Ravenloft setting of the Advanced Dungeons & Dragons universe. The goal (besides winning each battle) involves a quest for artifacts that will determine whether the "ranks of Chaos" or the "Lords of Law" are triumphant. Unique to this fighting game (at least at the time) was the introduction of cooperative campaign play for two players at once.

Brutal killings reminiscent of Jack the Ripper soon get personal and you, crime reporter Jack Quinlan, must solve the mystery. The game plays much like other Take 2 Interactive works, such as Black Dahlia. Solve puzzles and react quickly in combat settings to survive. There are 4 possible endings, and 3 hours of video footage.
