Overview
Use a sponge to collect spilled water from bursting balloons, being careful not to be hit. The collected water can be squeezed into the moving bucket located at the bottom of the screen. It's worth doing this quite often, otherwise the water level, visible as blue bars on the left and right sides of the screen, will start rising quickly. When the time is up, the background at the top of the screen will change.
