Overview

Captain Cutter awakens years after being betrayed and killed by his former commander, Captain Blackbone. Sharing his mind with a mysterious entity, Cutter sets out to rebuild his crew, free mythical sea creatures from captivity, and seek revenge against Blackbone, who now rules as a tyrant exploiting the ocean's resources.

Rogue Waters is a tactical RPG set in a cursed pirate world. Players navigate a procedurally generated map of branching paths, choosing between shops, story events, and combat encounters across three acts. Between runs, a central hub allows the purchase of permanent upgrades to skill trees and ship facilities.

Combat unfolds in two turn-based phases. The first is a naval artillery exchange using command points to target enemy ship modules and armaments with cannons. The second phase transitions to tactical grid-based melee combat on the enemy deck. Positioning is vital; units swing on ropes to traverse the board and deal damage by pushing enemies into hazards or overboard. Summoned sea monsters can be used to physically alter the battlefield layout. Sustained damage reduces a crew member's maximum health for subsequent battles, requiring active roster rotation.
